GCGRA and FSRA Sign MoU for Enhanced Regulatory Cooperation

On Friday, the Financial Services Regulatory Authority (FSRA) of Abu Dhabi Global Market (ADGM) and the General Commercial Gaming Regulatory Authority (GCGRA) of the United Arab Emirates officially signed a memorandum of understanding (MoU) aimed at enhancing their collaboration in overseeing the rapidly expanding commercial gaming industry in the UAE.

The agreement, announced jointly by both authorities, establishes a structured framework for sharing information, coordinating supervision, and providing mutual assistance in investigations and policy discussions.

This partnership aspires to deliver increased regulatory clarity for market participants operating within ADGM and throughout the UAE's commercial gaming landscape.

Ciarán Carruthers, appointed CEO of GCGRA in June, highlighted the significance of the MoU. "Commercial gaming is one of the newest regulated sectors in the UAE, and its credibility will be built through exactly this kind of cooperation," he stated. Carruthers added that the MoU provides a clear channel for the GCGRA and FSRA to synchronize their supervision as the sector expands and diversifies.

The establishment of the GCGRA followed the UAE's legalization and licensing of specific gambling and gaming activities, with the authority already issuing licenses in the past year to companies including Endorphina and Yolo Group.

ADGM, recognized as an international financial center, hosts intermediaries that serve gaming enterprises. Emmanuel Givanakis, CEO of FSRA, characterized the agreement as a vital step in promoting market integrity amid the interconnections within the sector. "This MoU between the FSRA and the GCGRA represents an important step in strengthening regulatory cooperation and our shared commitment to regulatory excellence," he commented.

Givanakis continued, stating, "Effective collaboration between regulators is fundamental to preserving market integrity, addressing emerging risks, and ensuring that regulatory frameworks evolve alongside innovation."

Additionally, the MoU lays the groundwork for more robust regulations within a burgeoning market. Wynn Resorts, the only operator currently holding a land-based license, is set to unveil its Wynn Al Marjan Resort in September 2027 after receiving its license confirmation in 2024.
