GCGRA and FSRA Sign MoU to Enhance UAE Gaming Regulation

On Friday, the Financial Services Regulatory Authority (FSRA) of Abu Dhabi Global Market (ADGM) and the General Commercial Gaming Regulatory Authority (GCGRA) of the United Arab Emirates entered into a memorandum of understanding (MoU). This collaboration aims to strengthen regulatory cooperation within the burgeoning commercial gaming industry in the UAE.

The joint announcement from both authorities reveals that the MoU will facilitate a structured approach to information sharing, coordinated supervision, and mutual assistance in investigations and discussions surrounding policy. This framework is expected to provide enhanced regulatory clarity for participants working within ADGM and across the wider UAE commercial gaming landscape.

Ciarán Carruthers, appointed CEO of GCGRA in June, highlighted the significance of the agreement, stating, "Commercial gaming is one of the newest regulated sectors in the UAE, and its credibility will be built through exactly this kind of cooperation." He noted that the MoU establishes a clear avenue for the GCGRA and FSRA to exchange information and coordinate oversight, which is increasingly crucial as the sector evolves and the diversity of participants expands.

The GCGRA was established to oversee commercial gaming throughout the UAE following the legalisation and licensing of select gambling activities. Over the past year, it has issued licenses to companies, including Endorphina and Yolo Group.

Emmanuel Givanakis, CEO of the FSRA, characterized the agreement as a vital aspect of upholding market integrity amid growing interconnections within the sector. He remarked, "This MoU between the FSRA and the GCGRA represents an important step in strengthening regulatory cooperation and our shared commitment to regulatory excellence. Effective collaboration between regulators is fundamental to preserving market integrity, addressing emerging risks and ensuring that regulatory frameworks evolve alongside innovation."

Moreover, the MoU paves the way for more stringent regulation within a rapidly developing market. Wynn Resorts is preparing to debut its Wynn Al Marjan Resort in September 2027, following confirmation of its land-based license in 2024. As of now, it stands as the sole operator within the market holding a land-based license.
