GCGRA and FSRA Sign MoU to Enhance UAE Gaming Regulation

On Friday, the Financial Services Regulatory Authority (FSRA) of the Abu Dhabi Global Market and the General Commercial Gaming Regulatory Authority (GCGRA) of the United Arab Emirates signed a memorandum of understanding (MoU) aimed at strengthening their regulatory cooperation within the country's burgeoning commercial gaming sector.

The MoU, announced jointly by both authorities, is designed to enhance the exchange of information, facilitate coordinated supervision, and provide mutual assistance during investigations and policy discussions. This framework is expected to deliver increased regulatory certainty for businesses operating in the Abu Dhabi Global Market (ADGM) as well as the wider UAE gaming landscape.

Ciarán Carruthers, who assumed the role of GCGRA CEO in June, highlighted the significance of the agreement. "Commercial gaming is one of the newest regulated sectors in the UAE, and its credibility will be built through exactly this kind of cooperation," he stated. He added that the MoU establishes a direct line for information sharing and collaborative supervision, which is critical as the industry expands and its participants become more diverse.

The GCGRA was established to oversee commercial gaming across the UAE, responding to the recent legalization and licensing of certain gaming activities. Over the past year, the authority has issued licenses to several companies, including Endorphina and Yolo Group.

Emmanuel Givanakis, CEO of the FSRA, identified the agreement as part of broader efforts to maintain integrity in the market amidst increasing interconnections between sectors. "This MoU between the FSRA and the GCGRA represents an important step in strengthening regulatory cooperation and our shared commitment to regulatory excellence," he explained.

He underscored that effective collaboration between regulators is crucial for preserving market integrity, managing emerging risks, and ensuring that regulatory frameworks keep pace with innovations in the field.

As the UAE's commercial gaming market evolves, the MoU paves the way for more stringent regulatory measures. Wynn Resorts is planning to launch its Wynn Al Marjan Resort in September 2027, following the receipt of its land-based license in 2024, marking it as the only entity currently holding a land-based gaming license in the market.
