GCGRA and FSRA Sign MoU to Enhance Regulatory Cooperation in UAE

On Friday, the Financial Services Regulatory Authority (FSRA) of the Abu Dhabi Global Market and the General Commercial Gaming Regulatory Authority (GCGRA) of the United Arab Emirates formalized a memorandum of understanding (MoU). This agreement aims to strengthen regulatory cooperation in response to the UAE's expanding commercial gaming sector.

The arrangement lays the groundwork for improved information sharing, joint supervision, and assistance in investigations and policy discussions. This initiative seeks to enhance regulatory certainty for participants involved in the Abu Dhabi Global Market (ADGM) and the wider UAE gaming ecosystem.

Ciarán Carruthers, who took on the role of CEO at GCGRA in June, underscored the significance of the MoU. He noted, “Commercial gaming is one of the newest regulated sectors in the UAE, and its credibility will be built through exactly this kind of cooperation.” Carruthers highlighted that the agreement facilitates a clear channel for both authorities to exchange information and coordinate supervision, crucial given the sector's complexity as it matures.

The GCGRA was established to oversee commercial gaming across the UAE following the legalization of specific gambling activities. In the past year, it has issued licenses to various companies, including Endorphina and Yolo Group.

Emmanuel Givanakis, CEO of the FSRA, remarked that the MoU is part of broader efforts to uphold market integrity in a highly interconnected sector. He stated, “This MoU between the FSRA and the GCGRA represents an important step in strengthening regulatory cooperation and our shared commitment to regulatory excellence.” Givanakis emphasized the importance of effective collaboration among regulators to maintain market integrity and adapt to emerging risks as innovations arise.

The agreement also paves the way for stricter regulations in a burgeoning market, with Wynn Resorts planning to launch Wynn Al Marjan Resort in September 2027, marking its entry following a confirmed land-based license in 2024. Currently, Wynn Resorts remains the only operator with a land-based license in the UAE market.
