On Friday, the Secretariat of Prizes and Bets (SPA) moved to suspend the operations of 14 licensed betting sites, implementing seven precautionary measures against their operators. This action follows administrative processes that began in August 2025, underscoring the SPA's commitment to enforcing regulatory compliance in the betting industry.
The SPA utilizes precautionary measures as vital methods to protect societal interests in contexts requiring immediate action where there is plausibility and potential delays are a concern. These measures are grounded in the provisions of articles 44 to 46 of Law 14.790/2023 and articles 31 to 33 of SPA/MF Ordinance No. 1233/2024.
Among the precautionary measures available to the SPA are the temporary deactivation of systems and equipment and the retrieval of issued tickets.
Out of the seven precautionary actions taken, five were linked to issues relating to the submission of information to the betting management system, known as Sigap. This system is crucial for the SPA as it monitors betting volumes, gross gaming revenue, and compliance with relevant regulations in real-time.
The remaining two measures were due to the failure of operators to implement effective practices for responsible gaming, specifically in controlling, evaluating, and monitoring user activity.
The companies affected by these suspensions will only allow players to withdraw their funds going forward. The specific companies facing action include:
– **Pixbet Soluções TecnolĂłgicas**: Two precautionary measures were applied, one concerning the implementation of responsible gaming control mechanisms, and the other for failures in information submission to Sigap. Brands: pixbet.bet.br, ganhei.bet.br, and betdasorte.bet.br.
– **Zeroumbet Digital Platform**: The operator of zeroum.bet.br, sportvip.bet.br, and energia.bet.br, failed to submit necessary information for SPA oversight.
– **Enseada Serviços e Tecnologia**: This firm’s failure to provide monitoring information resulted in the suspension of kbet.bet.br.
– **Select Operations**: Owner of mma.bet.br, betvip.bet.br, and papigames.bet.br, neglected to forward required information for SPA monitoring.
– **Nexus International**: Brand affected is megaposta.bet.br; the company did not submit necessary documents to Sigap required for monitoring.
– **RR Participações e Intermediações de NegĂłcios**: This company operates multibet.bet.br, rico.bet.br, and brx.bet.br. Its lack of necessary documentation hampered the evaluation of its compliance with legal, tax, and labor regulations.
Non-compliance with these precautionary measures could result in fines of BRL200,000 ($38,557) per day for the operators involved.
