Fabio Macorin, deputy secretary of Brazil's Secretariat of Prizes and Betting (SPA), has been elected to the board of trustees for the International Association of Gaming Regulators (IAGR). With a wealth of experience in law enforcement and regulatory frameworks, Macorin is poised to bring his insights to the international gaming community.
At the SPA, Macorin is instrumental in shaping Brazil's regulatory landscape for betting. Since his appointment to the Ministry of Finance in 2024, he has significantly contributed to the development of the country's betting regulations, focusing on overseeing authorized operators, tackling the illegal gambling market, and enhancing measures against money laundering and terrorist financing. His role also involves partnering with various government agencies and private sector players to enforce compliance.
IAGR President Ben Haden highlighted the importance of Macorin’s role, stating, "Fabio’s appointment brings an important South American perspective to the IAGR board of trustees at a time when regulators worldwide are facing similar transnational challenges." Haden emphasized the rapid regulatory changes in Brazil and Macorin's experience will be invaluable to his peers globally.
Macorin's background includes 17 years with Brazil's Federal Police, where he specialized for a decade in combating banking and financial fraud. This tenure has deeply informed his strategies for regulating betting in Brazil, particularly in areas like anti-money laundering and monitoring illegal operations.
Brazil’s regulated betting market officially began in 2025 and has quickly become a focal point in the global gaming industry. Macorin, who also previously held the role of undersecretary at SPA, has undertaken initiatives to bolster cooperation with financial institutions and enhance data-driven regulatory approaches.
In response to his election, Macorin expressed pride in joining the IAGR board, recognizing the association as a significant platform for knowledge exchange among regulators. He remarked, "Brazil learned a great deal from the experience of regulators worldwide while developing our own regulatory framework. Combatting the illegal market, preventing money laundering, protecting consumers, and ensuring betting integrity require ever-greater cooperation among regulators from different countries."
Macorin is set to attend the upcoming IAGR Annual Conference in Peru, scheduled for October 19-22. This conference will bring together regulators and industry leaders to discuss the evolving challenges and prospects in gaming and betting regulation.

Sessions will emphasize the necessity for cross-jurisdictional collaboration and effective regulatory responses to the dynamic global gaming framework.
