Swedish Regulator Investigates Lottery Compliance Violations

The Swedish gambling monitoring authority, Spelinspektionen, has identified technical irregularities among several lottery ticket service providers regarding compliance with information requirements related to physical lottery tickets.

In February 2026, Spelinspektionen began oversight of six lottery service providers offering physical lottery tickets with guaranteed prizes exceeding the specified value. The agency evaluated these companies for adherence to Swedish legislation, including the technical specifications outlined in the Gambling Act and associated regulations.

To date, five of the six cases have been resolved. The operators evaluated included AB Svenska Spel, Movendi Sweden, the Psoriasis Association, Tranås AIF Ice Hockey Association, and Vänersborgs Hockey Club. Both Tranås AIF Ice Hockey Association and Vänersborgs Hockey Club received financial penalties, with Vänersborgs also receiving an official warning.

The assessment of Svenska Spel revealed deficiencies in their SkrapKeno lottery tickets, which omitted the date of the first sale, failed to communicate risks associated with gambling, and did not clarify that Spelinspektionen is the licensing and oversight authority. In response, Svenska Spel acknowledged the shortcomings and committed to revising the design of their tickets. They presented an updated ticket example that includes information concerning gambling risks and details about the supervisory authority.

Vänersborgs Hockey Club was fined SEK 8,000 (€720) for not providing evidence from the authorized organization confirming compliance with technical requirements for their physical lottery tickets. Missing information regarding gambling risks, access to an independent gambling problems helpline, and details about the regulatory authority were also noted by the regulator.

This enforcement action aligns with Spelinspektionen's broader efforts to ensure compliance within the gambling sector.
