Ukraine has officially transferred oversight of its gambling regulatory body, PlayCity, from the Minister of Digital Transformation to the Prime Minister. This change was formalized by the Cabinet of Ministers through Resolution No. 1133 on September 17, 2026.
Under the new directive, PlayCity will operate directly under the supervision of the Prime Minister, marking a shift from its previous management by the Minister of Digital Transformation. Established in 2025 as part of the country’s reforms in the gambling sector, PlayCity is responsible for regulating and overseeing gambling operations in Ukraine, including the issuance of licenses and actions against illegal gambling activities.
This resolution primarily alters the organizational structure of PlayCity without affecting its regulatory powers. The timing of this decision follows the recent dismissal of Hennadiy Novikov, the agency's head, who was removed from his position on August 26.
