Fabio Macorin, the deputy secretary of Brazil's Secretariat of Prizes and Betting (SPA), has been elected to the board of trustees for the International Association of Gaming Regulators (IAGR). He brings considerable expertise in law enforcement, financial crime prevention, regulatory oversight, and the establishment of Brazil’s new betting market.
In his role at the SPA, Macorin is pivotal in enforcing Brazil's regulatory framework for betting. He joined the Ministry of Finance in 2024, where he has focused on overseeing licensed operators, tackling illegal betting, preventing money laundering, and enhancing cooperation between various government agencies and stakeholders in the private sector.
“Fabio’s appointment adds an important South American perspective to the IAGR board at a time when regulators across the globe are encountering similar challenges,” noted IAGR President Ben Haden. “Brazil has made significant regulatory advancements in a remarkably brief period. His insights from this transformational phase will be invaluable to global regulators.”
Before his tenure at the Ministry of Finance, Macorin spent 17 years with Brazil’s Federal Police, dedicating a decade to investigating and preventing banking and financial fraud. This background shapes his regulatory strategies, particularly concerning anti-money laundering efforts and inter-agency collaboration.
Brazil's regulated betting market launched officially in 2025 and has quickly attracted global attention as a significant initiative in gaming regulation. Macorin, who previously served as the SPA's undersecretary responsible for monitoring and enforcement, has spearheaded efforts against illegal operators and fostered partnerships with financial institutions and telecommunication companies. He has also been instrumental in developing data-driven tools for better regulatory oversight.
On his election, Macorin expressed pride in joining the IAGR and contributing to its global initiatives. "Brazil learned a great deal from regulators worldwide while designing our own framework. I see the IAGR as a crucial platform for such knowledge exchange," he remarked. "Challenges like combating illegal markets and protecting consumers are increasingly global and require collaborative action among international regulators."
Macorin will participate in the IAGR Annual Conference in Peru from October 19-22, where international regulators and industry experts will address the latest challenges and opportunities in gaming regulation.

The theme of this year’s IAGR Conference, "Steady Hands, Changing Ground: Advancing Regulation in a Connected World," will focus on how regulators and stakeholders can improve oversight amid rapidly evolving technology and marketplace dynamics, with an emphasis on enhancing cooperation across jurisdictions.
