In its annual report presented at Norsk Tipping's general meeting, Lotteritilsynet reviewed how well the operator satisfies its responsibilities as a monopoly. The regulator expressed considerable satisfaction with Norsk Tipping, noting an increase in player numbers and turnover on its platforms over the past year. Notably, turnover from non-lottery games, which compete with unlicensed alternatives, rose by 12%. Meanwhile, estimates indicate a decrease in the number of players on unlicensed sites, with their turnover ranging from NOK 1.8 billion to NOK 2.2 billion, suggesting effective channelization.

Lotteritilsynet cautioned that this success may not be solely attributable to Norsk Tipping’s offerings but could also relate to broader regulatory efforts by Norwegian authorities aimed at curbing illegal gambling.

On the subject of responsible gambling, the regulator commended Norsk Tipping for its initiatives in preventing gambling-related issues. The organization has established measures such as lowering loss limits, which included reducing the monthly cap for high-risk games to NOK 5,000 last year.

Nevertheless, Lotteritilsynet recommended that regulations surrounding high-risk games be further tightened, proposing a mandatory break for players after one hour of play. The regulator also instructed Norsk Tipping to track the number of games available under its Kongkasino brand and to justify the necessity of this portfolio. Additionally, it encouraged collaboration with horse racing monopoly Norsk Rikstoto to provide pertinent information regarding the warning signs and health risks associated with excessive gambling. Lastly, Lotteritilsynet suggested reducing jackpot sizes in Kongkasino to prevent the allure of significant prizes from fostering dangerous gaming behavior.
