Swedish Court Upholds Fine Against Lottoland Subsidiary

Lottoland faced an initial fine of SEK700,000 (£52,423/€65,492/$73,304) and a formal warning from Spelinspektionen over violations of Swedish lottery betting laws that occurred more than two years ago. The regulatory body determined that ULS, a subsidiary of Lottoland, allowed users to wager on the results of the state-run Svenska Spel lottery without permission. Svenska Spel retains exclusive rights to market lottery games in Sweden, including the Eurojackpot, which ULS had offered through its Lottoland.se website.

After receiving the fine in 2019, Lottoland appealed to the Swedish Administrative Court in Linköping. That court upheld the fine, stating that ULS had not only conducted unauthorized betting on lottery results but had also misrepresented itself as the organizer of the lottery draws. Following this setback, Lottoland escalated the issue to the Court of Appeal, which also upheld Spelinspektionen's ruling. The Court of Appeal further found that ULS was offering digital scratchcard lottery games without the necessary license.

In a related regulatory action, Spelinspektionen directed Indigo Soft, operator of Cashalot, to exit the Swedish market, citing that the company was targeting players in Sweden without a valid license.
