Betty Gaming has been fined approximately €80,400 by the Alcohol and Gaming Commission of Ontario (AGCO) due to deficiencies in its age-verification systems that permitted underage users to access its gambling platform, Betty.ca.
The AGCO found that a technical issue identified in November 2025 allowed nine individuals younger than Ontario's legal gambling age of 19 to open accounts, deposit funds, and place bets. Additionally, 14 other underage users managed to register on the platform without making any deposits.
According to the AGCO, Betty Gaming failed to adhere to Ontario's gaming regulations by allowing underage players to create accounts without conducting the necessary verifications on their personal details prior to registration. The regulations require gambling operators to ensure that players meet the eligibility criteria and correctly input all necessary information when creating an account.
This penalty relates to violations of the Registrar's Standards for Gaming, which mandate that companies prevent underage individuals from registering, logging into, or gambling online. Ontario permits online gambling starting at age 19, with the exception of online lottery purchases, which can be made by those aged 18 and older.
Dr. Karin Schnarr, CEO and Registrar of AGCO, stated, "The legal age requirement is one of the most basic and important safeguards in Ontario’s regulated gaming market. Young people must not be able to create accounts, deposit money, or gamble online. Registered operators are responsible for making sure their systems work before those systems go live. When those responsibilities are not met, we will take action to protect young people and uphold confidence in Ontario’s regulated market.
