Sweden's gambling regulatory authority, Spelinspektionen, has identified technical irregularities in the operations of various lottery ticket service providers. These issues relate to the adequacy of information provided concerning physical lottery tickets and adherence to technical specifications.
Spelinspektionen initiated oversight of six lottery service providers in February 2026, examining those offering physical lottery tickets with guaranteed prizes exceeding the stated values. The review was focused on compliance with Swedish legislation, including the Gambling Act, Gambling regulations, and the requirements for information on physical tickets.
As a result of the examination, five of the six cases have concluded. The entities involved included AB Svenska Spel, Movendi Sweden, the Psoriasis Association, Tranås AIF Ice Hockey Association, and Vänersborgs Hockey Club. Tranås AIF Ice Hockey Association and Vänersborgs Hockey Club faced financial penalties, with Vänersborgs Hockey Club additionally receiving a warning.
In the case of Svenska Spel, the SkrapKeno lottery tickets were found lacking critical information such as the date of the first sale, details on gambling risks, and identification of Spelinspektionen as the licensing authority. In response, Svenska Spel acknowledged the shortcomings and pledged to make amendments to the design of their lottery tickets. They provided Spelinspektionen with a sample of a revised ticket featuring gambling risk information and the relevant authority's contact details.
Vänersborgs Hockey Club was fined SEK 8,000 (approximately €720) for not supplying verification from the authorized body that its physical lottery tickets met technical requirements. The regulator noted the absence of essential information regarding gambling risks, an independent helpline for gambling issues, and the overseeing authority.
This enforcement action underscores Spelinspektionen's commitment to maintaining compliance within the lottery sector.
