Fabio Macorin, the deputy secretary of Brazil's Secretariat of Prizes and Betting (SPA), has been elected to the board of trustees of the International Association of Gaming Regulators (IAGR). Macorin is well-regarded for his extensive experience in law enforcement, financial crime prevention, regulatory oversight, and for spearheading the development of Brazil's newly regulated betting market.
In his role at the SPA, Macorin has been pivotal in the execution, supervision, and enforcement of the country's regulatory framework for betting. Since he became part of the Ministry of Finance in 2024, he has actively participated in establishing this framework, focusing on the monitoring of licensed operators, combating illegal betting practices, enhancing controls against money laundering and terrorism financing, and coordinating enforcement efforts with government agencies and private organizations.
IAGR President Ben Haden commented on Macorin's appointment, highlighting the significance of his perspective from South America amid global regulatory challenges. "Brazil has undergone an ambitious regulatory transformation in an extraordinarily short period, and his experience at the heart of this process will provide valuable insights to the regulators within our global community," Haden stated.
Macorin brings 17 years of experience from the Federal Police of Brazil, where he focused on preventing and investigating banking and financial fraud. His background has been instrumental in shaping his approach to betting regulation, with particular emphasis on anti-money laundering measures, financial monitoring, and cooperation between various agencies.
Brazil's regulated betting market officially launched in 2025, gaining attention as a key regulatory initiative in the global gaming and betting landscape. Macorin, who has also held the position of undersecretary for monitoring and enforcement at the SPA, has led initiatives against illegal operators and fostered partnerships with financial institutions and telecommunication providers, in addition to developing data-driven tools for effective regulatory enforcement.
Upon his election to the IAGR board, Macorin expressed his appreciation for the opportunity to contribute Brazil's regulatory experiences. He remarked, "Brazil learned a great deal from the experience of regulators worldwide while developing our own regulatory framework, and I view the IAGR as one of the most important forums for this exchange of knowledge."
He acknowledged that, despite varying legal systems and market features across jurisdictions, many challenges—including illegal market combat, money laundering prevention, consumer protection, and ensuring betting integrity—necessitate increased collaboration among international regulators.
Macorin is scheduled to attend the IAGR Annual Conference in Peru, taking place from October 19 to 22. This gathering will bring together regulators and industry representatives to discuss the evolving difficulties and prospects in gaming and betting regulation.
IAGR Vice President Brian Krolicki expressed gratitude for Macorin's commitment to representing South America, emphasizing that his blend of law enforcement and regulatory expertise will be invaluable. "He is an ideal addition to the IAGR board of trustees and will be a tremendous asset to our global community," Krolicki added.
The conference will focus on the theme "Steady Hands, Changing Ground: Advancing Regulation in a Connected World," addressing how stakeholders can bolster regulatory oversight amid the rapidly changing technology and market dynamics affecting global gaming and betting regulation.
