On Friday, the Secretariat of Prizes and Bets (SPA) implemented seven precautionary measures against several betting operators, leading to the immediate suspension of 14 licensed betting websites.
These measures follow an administrative sanctioning process initiated in August 2025. Precautionary measures are critical for the SPA's supervisory and sanctioning activities, ensuring that societal interests are protected. They can be enacted when there is a need for immediate action and a risk of delays, as outlined in articles 44 to 46 of Law 14.790/2023 and articles 31 to 33 of SPA/MF Ordinance No. 1233/2024.
The precautionary measures can include the temporary deactivation of systems and equipment, as well as the collection of previously issued tickets.
Among the seven precautionary measures, five were attributed to failures in providing information to the betting management system, known as Sigap. This system allows the SPA to monitor betting activities, gross gaming revenues, and compliance with regulations in real-time.
The remaining two measures address the lack of adequate mechanisms for controlling, evaluating, and monitoring user behavior related to responsible gaming initiatives.
As a result of these actions, the affected companies will allow players only to withdraw their funds while operations are suspended. The following operators are impacted:
– **Pixbet Soluções Tecnológicas**: The SPA issued two measures against this operator for inadequacies in responsible gaming controls and failures to communicate with Sigap. Suspended brands include pixbet.bet.br, ganhei.bet.br, and betdasorte.bet.br.
– **Zeroumbet Digital Platform**: The operator, which manages zeroum.bet.br, sportvip.bet.br, and energia.bet.br, was cited for failing to send necessary monitoring information to the SPA.
– **Enseada Serviços e Tecnologia**: This company had its brand kbet.bet.br suspended due to insufficient information sent to the SPA for oversight purposes.
– **Select Operations**: Known for the brands mma.bet.br, betvip.bet.br, and papigames.bet.br, Select Operations did not provide essential information required for SPA oversight.
– **Nexus International**: This company, which operates megaposta.bet.br, failed to submit vital documents to Sigap for comprehensive monitoring and oversight.
– **RR Participações e Intermediações de Negócios**: Managing multibet.bet.br, rico.bet.br, and brx.bet.br, this operator did not present necessary documentation regarding its shareholding structure, hindering compliance assessments related to legal, tax, labor, integrity, economic, and financial indicators.
Betting operators that do not comply with these precautionary measures risk incurring fines of BRL200,000 ($38,557) per day for ongoing violations.
