In Ukraine, the gambling regulator known as PlayCity is initiating a tender to develop a software module specifically designed to prevent military personnel from engaging in gambling activities. This initiative aligns with the government’s broader efforts to restrict gambling among military members, amid concerns that gambling problems could undermine troop readiness and expose them to potential security risks, such as blackmail.
The proposed system will automatically processing players’ identification details, comparing them to the Register of Persons Restrained from Access to Gambling. If a match identifies an individual as part of the military, access to any licensed gaming site will be denied.
The Ministry of Defense plans to implement this software as soon as it is developed, with a target date set for full operational use by December 24, 2026. This new system will complement existing responsible gaming measures that aim to either exclude gambling for certain individuals or restrict access according to the national database.
However, the government still faces significant challenges regarding illegal gambling within Ukraine. Enforcement actions against offshore and unlicensed operators continue to be a pressing issue.
