Brazil's SPA Suspends 14 Betting Sites for Compliance Failures

On Friday, the Secretariat of Prizes and Bets (SPA) took decisive action by implementing seven precautionary measures against betting operators, resulting in the immediate suspension of 14 licensed betting sites. These measures stem from administrative sanctioning processes that began in August 2025.

The SPA uses precautionary measures to fulfill its supervisory and sanctioning duties, crucial for protecting societal interests when there are legitimate concerns regarding potential delay. Such measures are outlined in articles 44 to 46 of Law 14.790/2023 and articles 31 to 33 of SPA/MF Ordinance No. 1233/2024.

Among the actions taken are temporary deactivation of systems and the retrieval of issued tickets.

Of the seven precautionary measures enforced, five were linked to failures in reporting information to the betting management system known as Sigap. This system enables the SPA to track betting volumes and gross gaming revenue, ensuring compliance with established regulations in real time. Additionally, two measures addressed the lack of proper mechanisms for responsible gaming controls and evaluations.

The suspensions restrict these operators' platforms to only allowing users to withdraw their funds. The affected companies include:

– **Pixbet Soluções Tecnológicas**: Underwent two precautionary actions for not implementing proper responsible gaming monitoring mechanisms and failing to send necessary information to Sigap. The suspended brands are pixbet.bet.br, ganhei.bet.br, and betdasorte.bet.br.

– **Zeroumbet Digital Platform**: Operated brands zeroum.bet.br, sportvip.bet.br, and energia.bet.br, failing to submit information for SPA oversight.

– **Enseada Serviços e Tecnologia**: Had its brand kbet.bet.br suspended for not providing required data to the SPA.

– **Select Operations**: The owner of mma.bet.br, betvip.bet.br, and papigames.bet.br also did not send necessary oversight information to the SPA.

– **Nexus International**: Its brand megaposta.bet.br was suspended due to failure in submitting required documentation to Sigap.

– **RR Participações e Intermediações de Negócios**: Brands multibet.bet.br, rico.bet.br, and brx.bet.br were involved in non-compliance concerning documentation for the company's actual shareholding structure, affecting the SPA's ability to assess legal, tax, labor, and financial compliance.

Failure to comply with these precautionary measures could lead to significant penalties, with operators facing daily fines of BRL200,000 ($38,557).
