On Friday, Brazil's Secretariat of Prizes and Bets (SPA) announced the immediate suspension of 14 licensed betting sites, implementing seven precautionary measures against various operators. This decision follows administrative sanctioning processes that began in August 2025.

The precautionary measures serve as vital tools for the SPA to fulfill its supervisory and sanctioning roles. They are implemented to protect public interests and can be applied based on plausibility requirements and the risk of delay. These measures are governed by articles 44 to 46 of Law 14.790/2023, as well as articles 31 to 33 of SPA/MF Ordinance No. 1233/2024.

Among the precautionary actions available are the temporary suspension of equipment and systems and the retrieval of tickets already issued.

The SPA identified multiple failures surrounding the Sigap betting management system, which is crucial for real-time oversight of betting volumes and compliance with regulatory standards. Of the seven precautionary measures taken, five were linked to issues related to information submission failures to the Sigap system. The remaining two measures dealt with the lack of effective mechanisms for monitoring and controlling users in relation to responsible gaming practices.

The affected platforms must allow players only to withdraw their funds during this suspension period. The companies impacted by this decision include:

– **Pixbet Soluções TecnolĂłgicas**: With brands such as pixbet.bet.br, ganhei.bet.br, and betdasorte.bet.br, this operator was suspended for two reasons: one cited failure to implement responsible gaming controls, and the other for issues with Sigap information submission.

– **Zeroumbet Digital Platform**: Operator of zeroum.bet.br, sportvip.bet.br, and energia.bet.br, it was penalized for not sending required monitoring information to the SPA.

– **Enseada Serviços e Tecnologia**: Its brand, kbet.bet.br, faced suspension due to non-compliance with monitoring report submissions.

– **Select Operations**: This company, which runs mma.bet.br, betvip.bet.br, and papigames.bet.br, also failed to send necessary compliance documentation for effective monitoring.

– **Nexus International**: The brand megaposta.bet.br was suspended for not submitting required documentation to the Sigap system.

– **RR Participações e Intermediações de NegĂłcios**: Operating brands such as multibet.bet.br, rico.bet.br, and brx.bet.br, this operator has been penalized for not providing adequate information regarding its ownership structure, which is essential for compliance evaluations in areas including legal status and financial qualifications.

Operators failing to comply with these precautionary measures face a daily fine of BRL200,000 (approximately $38,557).
