The Superintendência da Receita Federal do Brasil (SPA), which regulates betting in Brazil, announced a new public consultation on Wednesday, launching Public Consultation Notice No. 3/2026 to gather feedback and insights for refining betting licensing regulations.
This initiative aims to inform the creation of a decree that will introduce new standards for authorizing betting operations in Brazil. The consultation is part of the SPA's Regulatory Agenda, initiated by Ordinance No. 817 in April 2025, which flagged the need to revise the authorization protocol for betting operators in the first quarter of 2026.
With the consultation now available online, stakeholders can provide their input to enhance the application process for licensing discussed in SPA/MF Ordinance No. 827/2024. This ordinance previously outlined regulations for obtaining licenses to operate betting establishments, reflecting the initial cycle of authorizations.
The SPA's outreach intends to collect insights that will help the government revise the ordinance to improve authorizations for sports betting and online gaming operations. Interested parties can participate in this 45-day consultation period running from July 27 to September 9 by accessing the Portal Brasil Participativo, requiring a gov.br account for submission.
Once the consultation period concludes, the SPA plans to review all contributions, in line with Article 31 of Decree No. 12,002/2024.
This push for improved licensing procedures comes at a time when the Brazilian government seeks to enhance transparency in the authorization process. In June, Finance Minister Dario Durigan revealed that the ministry would release over 25,000 documents related to betting licensing, highlighting the government's commitment to transparency.
Recently, the Ministry of Finance issued Administrative Order No. 2,126, which established a task force to oversee transparency in gambling company licensing processes.
