3:45 pm — Legal Discussion at the Global Prediction Markets Forum
Moderated by Quirino Mancini from IMGL, a panel at the Global Prediction Markets Forum held at the Myriad Hotel in Lisbon addressed the complex question, "Are prediction markets gambling?" Legal representatives from Kalshi, Crypto.com, and Betr discussed the regulatory frameworks in the United States and Europe.
Matt Kane, who is the Head of Legal at Betr, articulated his company’s broader diversification compared to Kalshi, expressing confidence ahead of anticipated rulings from the US Supreme Court, where critical judgments regarding prediction markets are expected. He pointed out the trend of 14 federal rulings favoring state positions against prediction markets, hinting at his expectations for the Court's direction.
"That’s something that the exchanges will have to confront as it goes toward the Supreme Court," Kane remarked.
During the discussion about possible collaborations among prediction market operators, the panel leaned towards addressing market competition rather than cooperation. "I think it’s going to be very difficult for the traditional sportsbooks to align with the prediction markets," Kane stated.

In a session titled "Spot the difference: prediction markets vs sports books," I had the privilege of moderating a panel featuring some of the brightest minds from both the United States and Europe. While I expressed my admiration for my knowledgeable panelists from the start, Bernard Marantelli stood out for his extensive market insights.
As the founder of White Swan Data, Marantelli is recognized as a leading figure in US prediction markets, and his contributions to the conversation were incredibly valuable.
