PAGCOR Reports 23.4% Decline in Revenue for 2026

The Philippine Amusement and Gaming Corporation (PAGCOR) reported a significant revenue decline of 23.4% year-on-year, totaling Php64.41 billion, or roughly $1.01 billion, for the first nine months of 2026. A key factor in this downturn was the weaker performance of electronic gaming, which fell by 37.2% to Php27.63 billion. Additionally, revenues from licensed casinos dropped by 3.2%, amounting to Php23.10 billion, and PAGCOR's Casino Filipino locations saw an 8% decrease in revenue, totaling Php7.28 billion. The poker segment also experienced a decline, with revenues down by 4.6% to Php105.86 million.

Overall, PAGCOR's gaming revenues totaled Php58.13 billion, marking a 23.4% drop. Revenues from allied services plummeted by 38.6% to Php3.04 billion, while revenues from other areas remained relatively stable at Php3.23 billion.

Net income fell dramatically to Php2.17 billion, approximately $34 million, reflecting an 85% reduction. This decline can be attributed to a Supreme Court ruling in October 2025 that required PAGCOR to remit 5% of its gross revenue to the Philippine Sports Commission.

PAGCOR's expenses increased by 3% to Php19.86 billion during the same period. As a result, pre-tax profits decreased by 31% to Php44.55 billion.

Chairman and CEO Alejandro Tengco acknowledged the challenges posed by diminished gaming revenues but reaffirmed PAGCOR's commitment to its mandate. "While we recognize the impact of lower gaming revenues on our financial performance, PAGCOR remains committed to carrying out its mandate. We will continue to pursue responsible and sustainable operations while ensuring that the gaming industry adheres to regulatory standards," he stated.

Throughout the first nine months of 2026, PAGCOR contributed a total of Php45.28 billion for nation-building and other mandatory contributions, which includes approximately Php27.61 billion directed to the National Treasury.
