Tom Banks Named Executive Director of Prize Competition Council

The Prize Competition Council (PCC), the UK trade body for the prize draws industry, has appointed Tom Banks as its first executive director. His role is crucial as the PCC aims to guide the rapidly growing sector, which has seen a significant rise in participation.

Banks brings with him over 13 years of expertise in public affairs, corporate communications, and reputation management. His experience spans advisory roles with various gambling businesses and political organizations.

Before joining the PCC, Banks spent four years as a consultant at Public First, working with Kindred, followed by another four years within FDJ United, most recently as head of external relations.

George McGregor, the PCC's independent chair, supports Banks' appointment, stating, "Tom brings experience in explaining complex regulatory issues to government, regulators and the media across the UK and Europe. He understands the scrutiny facing businesses that serve the public and the need to support what they say with evidence."

McGregor stressed that assisting members in adhering to the Department for Digital, Culture, Media and Sport (DCMS) Code is the council’s immediate focus.

The PCC’s board includes Chris Jennings from Winvia Entertainment, who recently acquired Giveaway Guys, alongside Declan Murphy of Pristine Competitions.

Addressing his vision, Banks noted that his initial focus will be on listening to members and aiding their compliance with the DCMS Code. "I also want us to make a confident case for the sector by showing the standards responsible operators uphold, explaining how prize competitions work and representing the people who choose to take part," he added.

Established in July, the PCC was formed to give a unified voice to the prize-competition market and assist operators in adhering to the DCMS Voluntary Code of Good Practice for Prize Draw Operators. This Code aims to promote transparency regarding terms, conditions, entry methods, and prize fulfillment, while preventing misleading and exploitative practices.

An August report from Rokker revealed that approximately 195 operators had signed up to the new Code as of late July 2026. This was complemented by 31 service providers categorized as other relevant signatories. Rokker estimated these signatories represented under 20% of the sector’s active operators at the time.
