Tim Miller, who previously served as the executive director for policy and research at the UK Gambling Commission, has launched GamReg Consulting, an international advisory firm.
On Wednesday, Miller announced the firm’s goal of assisting governments and regulatory bodies in adapting to swift and complex transformations within the global gambling sector, particularly concerning the illegal gambling market.
GamReg Consulting will offer expertise in the design and implementation of regulations for jurisdictions facing technological advancements and growing political pressures. It also aims to address the increasing requirements for consumer protection across the sector.
A major focus for the consultancy will be tackling illegal gambling markets. The firm plans to work alongside commercial providers assisting regulatory bodies, guiding clients to align regulation, industry standards, and technology to motivate consumers to engage with licensed markets.
"Regulators everywhere are dealing with fast-moving markets alongside heightened expectations," Miller stated. "They need practical, credible approaches that keep players safe while supporting a compelling consumer offer.” He advised against “simplistic, blunt approaches like ever-increasing tax hikes or blanket prohibitions," advocating for evidence-based, outcome-driven, and technology-centered regulation.
Miller emphasized that GamReg Consulting's purpose is to translate these ambitions into practical regulations that safeguard consumers, build industry trust, and function effectively in the marketplace. The firm has already embarked on several projects with partners in North America and plans to extend its global influence through 2027.
Additionally, Miller has joined Gaming Compliance International (GCI) as a Strategic Advisor. GCI CEO Matt Holt expressed excitement about Miller’s involvement, saying, “Having watched Tim's efforts over the last decade with the UKGC, we are thrilled to have him play a critical role in shaping the future of GCI.”
Earlier this year, Miller departed from the Gambling Commission after over ten years, during which he led the research function and implemented several high-profile policies. His tenure included the launch of the Gambling Survey for Great Britain and key reforms related to age verification, financial vulnerability checks, remote game regulation, and direct marketing restrictions. Sarah Fox, a former senior official from the Department for Digital, Culture, Media, and Sport, has succeeded him.
Miller also left his board role and treasurer position at the Gambling Regulators European Forum (GREF), where he had been a prominent figure. The forum expressed appreciation for his contributions during his time there.
