The primary thread connecting them is their exclusive right to conduct lottery games. However, not all members of the World Lottery Association enjoy this monopoly. This discussion will center on state lotteries, which operate at a larger scale.
State lotteries were initially under government control, primarily selling scratchcards and draw games. Over the past thirty years, many have broadened their offerings to include sports betting. While numerous lotteries in the 21st century have joined the sports betting sector, some have roots that trace back to sports events themselves, particularly in the Nordic region, where all lotteries originated from sports games. Consequently, the integration of sports betting varies widely among them.
The changes in gambling laws in the United States have sparked debates on how lotteries should respond to challenges such as online gambling and the potential for sports betting alongside traditional lottery options. Currently, there's little consistency in how different states manage this situation. Many lotteries have ventured into digital platforms and begun their foray into sports betting.
Considering whether to enter the sports betting market presents a critical question for lotteries. There are successful examples of lottery businesses in this space, even without a monopoly. Notably, Greece's OPAP and France's La Française des Jeux (FDJ) are prominent competitors in their respective sports betting markets. Nordic lotteries, along with state lottery vendors in countries such as Israel, Italy, Portugal, Spain, and Switzerland, also hold significant portions of their national sports betting markets.
Lotteries can indeed thrive in competitive environments. However, they need to differentiate their offerings to achieve success, as simply replicating competitors’ products won't suffice. Additionally, lotteries face constraints in competing on pricing due to payout percentage limitations, typically making their products less appealing than those from rivals.
To remain competitive, lotteries must leverage their established customer base cultivated through their monopoly status in traditional lottery games. This trust can benefit new product acquisitions. A main attraction for lottery games is their substantial jackpots that other gambling entities are unlikely to match. Over two decades ago, lotteries recognized the value of collaboration. The operators in various jurisdictions often work together, allowing for synergies such as more substantial jackpots through shared initiatives, leading to the creation of EuroMillions, Eurojackpot, Mega Millions, and Powerball games.
There exists the potential for lotteries to collaborate in sports betting as well. However, it is essential to clarify the nature of their offerings, which generally include fixed-odds and pool-based (totalisator) games. In fixed-odds betting, customers wager against the company, providing a marginal advantage in scale for the operator. In contrast, pool-based games, like traditional lotto play, involve numerous participants with the company reaping a risk-free share of sales while winners divide the remaining prize pool.
Lotteries should focus on the advantages of pool-based betting, a model familiar to many customers because of the existing lottery games. While most sportsbooks primarily provide fixed-odds betting, horse race betting operators employ the pool-based model in several regions, including the United States. Examples like Churchill Downs demonstrate the acceptance of this model.
In Europe, pool betting, especially in Nordic countries, is already standard. Before the COVID-19 pandemic, it constituted about 10% of sales for members of the European Lotteries, with fixed odds accounting for 17%. Although its revenue contribution is smaller, pool betting thrives in countries like Finland, Sweden, and Norway, with Spain’s SELAE and France’s FDJ also offering sizeable pool-based options, while the popularity of football pools remains strong in the UK.
Developing a unique pool betting experience could allow lotteries to create sports jackpot games where players are motivated to participate due to the opportunity to win large amounts from minimal bets. Importantly, large winnings in this context do not carry the same financial risk as substantial fixed-odds payouts. Additionally, payout percentages for pool betting are generally lower than those for fixed odds, making them less appealing for profit-driven competitors.
Currently, however, many lotteries engage mainly in fixed-odds betting, facing intense competition with numerous entities providing identical offerings. The influx of betting options has not significantly boosted revenue from fixed-odds betting, and the sheer volume of choices may overwhelm the casual sports fan.
For a successful strategy, lotteries might consider simplifying their fixed-odds offerings to cater to regular lottery customers interested in sports. Notably, successful products often tend to be the simplest to navigate. By narrowing down betting options to key sporting events and a limited set of betting markets, lotteries could create offerings that resonate with their clientele.
The expansion of in-play betting has diversified market opportunities, yet around 90% of wagers focus on selecting winners and final results. Lotteries could apply this principle more broadly to a simplified fixed-odds product.
Rather than prescribing a path for lotteries in the betting realm, my intent is to underscore the opportunities available. It's essential for these companies to identify their strengths and explore ways to utilize them effectively in the sports betting landscape. Their brand reputation, broad customer base, and ease of collaboration stand as potential avenues for developing appealing betting products that suit their unique operational conditions while retaining mass appeal. Embracing innovation while adhering to simplicity could prove invaluable to their continued success.
