Sweden has initiated an inquiry aimed at potentially implementing new regulations to address youth gambling by enforcing stricter marketing practices. Led by Chief Legal Officer Zandra Milton, the investigation will examine gambling behaviors among young people and assess current marketing strategies associated with gambling. The findings are expected to be reported to the Ministry of Health and Social Affairs by February 29, 2028.
Minister of Financial Markets Niklas Wyman highlighted that fostering a safe gambling environment requires enhanced protective measures for those at risk. Minister of Health Elisabeth Lann noted that risky gambling cases among young men have doubled, while Minister of Gender Equality Nina Larsson pointed out that young men are disproportionately affected by gambling issues.
The inquiry will evaluate whether gambling operators need to enforce financial checks and set time limits for young gamblers. Additionally, it will explore the impact of gambling features in video games and assess if further regulations are necessary.
The Ministry noted that the investigator will consider new protective measures while also factoring in the risk that unlicensed gambling companies could thrive, sidestepping Swedish regulations. Part of the inquiry will involve comparing Sweden's legal framework with those of other countries, with the aim of identifying effective strategies to mitigate youth gambling.
This inquiry comes on the heels of criticism from Sweden’s National Audit Office. In February 2026, the office labeled the government’s approach to tackling problem gambling as ineffective, urging for stronger guidance and improved coordination among responsible authorities.
