SPA Suspends 14 Betting Sites in Brazil Amid Compliance Failures

On Friday, Brazil's Secretariat of Prizes and Bets (SPA) implemented precautionary measures against operators, leading to the immediate suspension of 14 licensed betting sites. This decision came after administrative sanctions had been initiated in August 2025.

These precautionary measures serve a crucial role for the SPA in executing its monitoring and enforcement responsibilities. They ensure societal interests are maintained and can be applied when there are plausible risks and a potential for delays. The legal foundations for these actions are outlined in articles 44 to 46 of Law 14.790/2023 and articles 31 to 33 of SPA/MF Ordinance No. 1233/2024.

Among the measures implemented are the temporary deactivation of equipment and systems and the collection of issued tickets. Five of the seven measures were related to failures in communicating information to the betting management system, known as Sigap. This system enables the SPA to oversee betting volumes, gross gaming revenue, and adherence to regulatory standards in real-time. The remaining two measures were due to the operators' inability to establish effective user monitoring for responsible gaming.

The affected platforms are required to maintain access solely for players to retrieve their funds. The companies subject to suspension include:

– Pixbet Soluções Tecnológicas, with two measures in place: one for lacking effective responsible gaming controls and another for failing to send information to Sigap. The suspended brands are pixbet.bet.br, ganhei.bet.br, and betdasorte.bet.br.

– Zeroumbet Digital Platform, operator of zeroum.bet.br, sportvip.bet.br, and energia.bet.br, issued penalties for failing to send crucial monitoring information to the SPA.

– Enseada Serviços e Tecnologia, with the affected brand kbet.bet.br, also failed to provide necessary monitoring information.

– Select Operations, holding brands mma.bet.br, betvip.bet.br, and papigames.bet.br, was found in violation for not forwarding the required operational information.

– Nexus International, associated with megaposta.bet.br, did not submit essential documentation to Sigap needed for adequate monitoring.

– RR Participações e Intermediações de Negócios, with brands multibet.bet.br, rico.bet.br, and brx.bet.br, has been suspended for failing to present required documentation regarding its shareholding structure, affecting compliance evaluations regarding legal, tax, and labor obligations.

Operators that do not comply with these precautionary measures face a daily fine of BRL200,000 ($38,557).
