Fabio Macorin, the deputy secretary of Brazil's Secretariat of Prizes and Betting (SPA), has been elected to serve on the board of trustees for the International Association of Gaming Regulators (IAGR).
Macorin's extensive background includes law enforcement, financial crime prevention, regulatory oversight, and contributing to Brazil’s newly regulated betting market. As part of the SPA, he plays a key role in implementing, supervising, and enforcing Brazil's betting regulatory framework.
His tenure at the Ministry of Finance began in 2024, where he has focused on monitoring authorized operators, tackling the illegal market, and tightening controls to avert money laundering and terrorist financing. Additionally, he coordinates enforcement efforts among various governmental and private sector entities.
IAGR President Ben Haden commented on Macorin's appointment, emphasizing the significance of a South American viewpoint on the IAGR board, especially as regulators globally face related challenges. "Brazil has undergone an ambitious regulatory transformation in an extraordinarily short period, and his experience at the heart of this process will provide valuable insights to the regulators within our global community," Haden stated.
Macorin's background includes 17 years in Brazil's Federal Police, where he dedicated a decade to investigating and preventing banking and financial fraud. This experience has been instrumental in shaping his approach to betting regulation, particularly concerning anti-money laundering efforts, financial monitoring, fighting illegal operations, and enhancing cooperation among agencies.
Brazil’s regulated betting market officially launched in 2025 and has quickly attracted international attention as a leading regulatory initiative within the global gaming sector. In his previous role as the SPA's undersecretary for monitoring and enforcement, Macorin worked to combat illegal operators, improve partnerships with financial and telecommunications institutions, and develop data-driven regulatory tools.
Upon his election, Macorin expressed his gratitude for the opportunity to join the IAGR board and the chance to share Brazil’s regulatory experiences. "Brazil learned a great deal from the experience of regulators worldwide while developing our own regulatory framework, and I view the IAGR as one of the most important forums for this exchange of knowledge," he remarked.
He highlighted the increasingly global nature of challenges in the field, stating, "Combatting the illegal market, preventing money laundering, protecting consumers, and ensuring betting integrity require ever-greater cooperation among regulators from different countries.”
Macorin will be present at the upcoming IAGR Annual Conference in Peru, set for October 19-22, where global regulators and industry representatives will address emerging challenges and opportunities in gaming regulation.
IAGR Vice President Brian Krolicki expressed gratitude for Macorin’s commitment, noting, "He brings a powerful combination of expertise in law enforcement, financial crime prevention, and regulation to IAGR. His unique perspective will be a tremendous asset to our global community." The conference will be themed "Steady Hands, Changing Ground: Advancing Regulation in a Connected World" and will explore ways to improve regulatory oversight amidst rapid technological changes and market evolution, with sessions designed to strengthen cooperation across jurisdictions.
