SPA Suspends 14 Licensed Betting Sites in Brazil

On Friday, the Secretariat of Prizes and Bets (SPA) enacted precautionary measures against 14 licensed betting sites, mandating their immediate suspension. This decision follows administrative sanctioning processes that began in August 2025.

The SPA employs precautionary measures as part of its regulatory responsibilities, allowing it to protect public interests and take swift action in cases of plausible risk and potential delay in enforcement. These measures are outlined in articles 44 to 46 of Law 14.790/2023 and articles 31 to 33 of SPA/MF Ordinance No. 1233/2024.

Options for precautionary actions include temporarily shutting down operations and collecting issued betting tickets.

Of the seven measures taken, five were in response to failures in transmitting information to the betting management system, known as Sigap. This system enables the SPA to track betting volumes, gross gaming revenue, and compliance with regulatory standards in real time. Additionally, two measures were taken against companies for not adequately establishing effective mechanisms for monitoring responsible gaming practices.

The affected companies have had their operations suspended, but players can still access their accounts to withdraw funds. The following companies were impacted:

– **Pixbet Soluções Tecnológicas**: Two measures were enacted due to failures in sending information to Sigap and not implementing responsible gaming controls. The suspended brands are pixbet.bet.br, ganhei.bet.br, and betdasorte.bet.br.
– **Zeroumbet Digital Platform**: The operator of zeroum.bet.br, sportvip.bet.br, and energia.bet.br faced suspension for not sending required oversight information to the SPA.
– **Enseada Serviços e Tecnologia**: Its brand, kbet.bet.br, was suspended for failing to transmit necessary information to the SPA.
– **Select Operations**: The brands mma.bet.br, betvip.bet.br, and papigames.bet.br were suspended for not forwarding required compliance data to the SPA.
– **Nexus International**: Under the brand megaposta.bet.br, this company did not provide documentation needed for effective monitoring.
– **RR Participações e Intermediações de Negócios**: Brands multibet.bet.br, rico.bet.br, and brx.bet.br were suspended for failing to present documentation critical for evaluating compliance with legal and financial requirements.

Non-compliance with these precautionary measures exposes the betting operators to a daily fine of BRL200,000, which is approximately $38,557.
