North Macedonia has shifted to a fully state-controlled model for online gambling, abandoning its previous private participation approach. This significant change began with the implementation of the new Law on Games of Chance and Entertainment Games on July 14, marking a departure from a regulatory framework that had been in place since 2011.
Previously, private operators were permitted to run online gambling platforms only through partnerships, with the state maintaining at least a 51% ownership stake and final decision-making authority. This arrangement attracted foreign investment, allowing private companies to collaborate with the state lottery while keeping gambling activities within a licensed and taxed environment.
Following the parliamentary elections in May 2024, the newly elected government made the reform of online gaming a key priority. By September, the authorities began revoking licenses from several private companies, including NOVO VLT, Mozzart, 77 BITS, Vezuv, and 2Win.mk.
Under the new law, private companies are entirely barred from having any involvement in online gambling, as the government will fully oversee the sector through a state-owned joint-stock company. However, these companies may still participate as technology or content suppliers. The previous B2B licensing framework has been eliminated.
Additionally, casinos and slot clubs must maintain a distance of at least 500 meters from primary and secondary schools. Operators are required to meet technical compliance standards before slot machines can be put into operation.
