Ukraine has restructured the oversight of its gambling regulatory agency, PlayCity, transferring its administrative coordination from the Minister of Digital Transformation to the Prime Minister. This shift, formalized by the Cabinet of Ministers through Resolution No. 1133 on September 17, 2026, mandates that PlayCity now operates directly under the Prime Minister's authority.
Previously, for the past several years, PlayCity was overseen by the Minister of Digital Transformation. Established in 2025 as part of extensive reforms in Ukraine's gambling sector, PlayCity is tasked with regulating and overseeing all gambling activities within the country, including issuing licenses and curbing illegal gambling operations.
The recent resolution does not alter PlayCity's regulatory functions but solely changes its organizational hierarchy. This decision follows the dismissal of Hennadiy Novikov, the director of PlayCity, who was removed from his position on August 26, shortly before the resolution's announcement.
