The UK Tote Group has announced a change in leadership, appointing James Coxon as the new chief executive while shifting its focus to horse racing pool betting to enhance growth in its World Pool operations. Coxon, who has over 20 years of experience in the betting and gaming industry, will take over from Alex Frost, who has led the company for nearly nine years, at the end of this year.
Coxon has previously held notable positions, including senior roles at DraftKings post-SBTech acquisition and as the chief operating officer at Gaming Innovation Group. Frost will remain with the Tote as an executive director until 2027, after which he will move to a non-executive director position on the board.
Reflecting on his tenure, Frost remarked, “It has been a great honour to lead the Tote through what has at times been an extraordinarily challenging backdrop for British racing and the wider betting industry. I am immensely proud of the foundations we have established which will underpin its future for many years to come.”
John Williamson, chairman of the Tote's board, expressed appreciation for Frost’s significant contributions and welcomed Coxon, stating he is “exceptionally well placed to lead the Tote through its next phase of development.”
The leadership transition comes amidst a broader strategic review, as the Tote will prioritize both UK and international pool commingling, with a particular emphasis on the World Pool, a system that combines wagers globally. This decision reflects a deliberate reduction in investments in its direct online consumer business, steering clear of activities outside core pool betting.
Under the new strategy, the Tote will discontinue its gaming content offerings online, maintaining its Tote.co.uk and Tote.ie platforms only for UK and Irish customers to place pool bets, along with a limited selection of fixed-odds sports bets. These platforms will also function as testing grounds for new pool initiatives and promotions meant for wider implementation through racecourses, bookmakers, and international partners.
This refocus will lead to job cuts in the digital division, although the Tote intends to create new roles within its B2B operations to offset some of the redundancies.
Frost emphasized this strategic pivot, saying, "The Tote’s future is in developing horse racing betting pools both in the UK and internationally. We believe there is considerably more that we can do to accelerate this growth by investing to support our pool distribution partners including the racecourses, bookmakers and our international commingling partners.”
The Tote has seen rapid revenue growth from its World Pool, which is anticipated to rise by 40% this year and is projected to sustain double-digit growth through to 2027 as the number of World Pool race days increases. Frost pointed to rising regulatory challenges for digital operators and significant tax hikes as factors driving the need to stem losses in the online consumer sector by reallocating resources to international pool betting.
Earlier in the year, John O’Reilly was appointed as a non-executive director, bringing over three decades of senior industry experience to the role, having previously served as CEO of Rank Group PLC for seven and a half years.
