PAGCOR Reports 23.4% Revenue Decline in 2026

The Philippine Amusement and Gaming Corporation (PAGCOR) recorded a significant revenue decline of 23.4% year-on-year, totaling Php64.41 billion (around $1.01 billion) for the first nine months of 2026. This downturn was primarily attributed to weaker performance in electronic gaming.

Revenues from electronic gaming plummeted by 37.2% to Php27.63 billion, while revenue from licensed casinos decreased by 3.2%, amounting to Php23.10 billion. Furthermore, PAGCOR's Casino Filipino branches also saw an 8% drop in revenue, totaling Php7.28 billion. The poker segment faced a 4.6% decline in revenue, recording Php105.86 million.

Overall, PAGCOR's gaming revenues fell by 23.4%, reaching Php58.13 billion. Meanwhile, income from allied services contracted by 38.6% to Php3.04 billion, and revenues from other sources remained relatively stable at Php3.23 billion.

The organization's expenses rose by 3% during this nine-month period, totaling Php19.86 billion. As a result, pre-tax profits dropped by 31% to Php44.55 billion. PAGCOR's net profit experienced a dramatic 85% decrease, landing at Php2.17 billion (approximately $34 million). This substantial decline was largely due to a Supreme Court ruling in October 2025 that mandated PAGCOR to remit 5% of its gross revenue to the Philippine Sports Commission.

PAGCOR's Chairman and CEO, Alejandro Tengco, acknowledged the adverse impact of the reduced gaming revenues on financial performance, stating that the organization remains dedicated to its mandate. "We will continue to pursue responsible and sustainable operations while ensuring that the gaming industry adheres to regulatory standards," he affirmed.

During the first nine months of 2026, PAGCOR contributed Php45.28 billion for nation-building and other mandatory contributions, which included about Php27.61 billion to the National Treasury.
