Spain Introduces Nationwide Online Gambling Deposit Limits

On Wednesday, Spain's consumer regulator took significant steps to enhance online gambling safety by unveiling two key digital initiatives. A national system of "joint limits" will establish uniform deposit limits for all authorized gambling operators while a new player portal will allow users to view and manage their betting activities in one place.

The new national deposit limits are slated to come into effect in the spring of 2027. Going forward, all sanctioned online gambling operators in Spain will enforce aggregate default deposit caps that apply to the player, irrespective of the platforms they use. These caps are set at €700 ($783) per day, €1,750 per week, and €3,300 per four weeks.

An important feature of this system is that it implements cumulative limits across all authorized operators, replacing the previous individual site-based limits. This reform is designed to close a regulatory loophole that had allowed players to bypass intended protections by distributing their deposits among several platforms. The DGOJ, which operates under the Ministry of Social Rights, Consumer Affairs, and Agenda 2030, indicated that nearly one-third of online gamblers in Spain use multiple operators, making this change likely to affect a large segment of the gambling community.

Players will still have the option to voluntarily adjust or remove their limits. However, to reduce impulsive decisions, any changes must take three business days to become active, and players can only request to raise a limit once every three months. This cooling-off period aims to promote responsible financial management.

The limits system is currently in the testing phase, with an official rollout anticipated in March 2027.

In addition, the player portal was launched immediately and can be accessed using Spain’s Cl@ve digital ID system. This complimentary tool provides users with a consolidated dashboard to track their gambling activities across all authorized operators. Features include aggregated data on deposits, stakes, wins, and losses, along with personalized spending alerts and limit management capabilities. Users will be able to track the status of their limit or account-related requests, as well as download annual activity certificates for personal records. The portal will also assist in detecting potential identity theft by identifying accounts associated with the same identity.

These measures align with the DGOJ’s Safe Gambling Programme for 2026–2030, which emphasizes three main priorities supported by six overarching objectives and 24 specific measures formed in collaboration with the DGOJ’s advisory body, the Consejo Asesor. The introduction of the national "joint limits" system signals a continued move toward centralized regulation. Just last week, the DGOJ announced plans for a second public consultation regarding a centralized monthly operator test that aims to identify players at risk of problem gambling. This proposal mandates that all nationally licensed online gambling operators conduct an automated monthly assessment to flag players whose gambling behaviors indicate increased risk.

All operators approved by the DGOJ for state-level online gambling will be required to execute this mechanism within the first seven calendar days of each month, assessing player account activity based on the last 183 days.
