Spain's New Online Gambling Deposit Limits and Player Portal

Spain's consumer regulator introduced two significant digital initiatives on Wednesday aimed at enhancing online gambling safety. A nationwide ‘joint limits’ system will enforce uniform deposit caps for players across all licensed operators, along with a new player portal to help gamblers better manage their betting activities.

Starting in spring 2027, all authorized online gambling operators in Spain will adopt default deposit limits at the player level, regardless of the platform utilized. These limits include €700 ($783) per day, €1,750 per week, and €3,300 over a four-week period. This shift replaces the older system, where each site established its own deposit limits, which often allowed players to bypass protections by distributing deposits among multiple platforms. The DGOJ, the regulatory body under the Ministry of Social Rights, Consumer Affairs and Agenda 2030, noted that about a third of Spanish online gamblers use more than one operator, indicating that this reform could significantly affect a large segment of the gambling community.

Gamers will have the option to voluntarily adjust or eliminate these limits; however, to discourage impulsive decisions, any modifications will take three business days to take effect, and requests to increase a limit can be made only once every three months. This three-day waiting period serves as a cooling-off period, promoting a more responsible approach to adjusting financial limits.

Currently, the limits system is undergoing testing, with an official rollout scheduled for March 2027.

Alongside this initiative, a new player portal has been launched, accessible through Spain’s Cl@ve digital ID system. This free portal enables users to monitor their gambling activity through a single dashboard across all licensed operators. Key features of the portal include the ability to view aggregated data concerning deposits, stakes, wins, and losses; customized spending alerts; and management tools for setting limits. Users can also track requests related to their limits or accounts and obtain downloadable annual activity certificates for their records. The portal will also facilitate the detection of potential identity theft by identifying accounts associated with the same identity.

These deposit limits and player assessment tools were both highlighted earlier this year as components of the DGOJ’s Safe Gambling Programme for 2026–2030, which is focused on three main priorities supported by six broad objectives and 24 specific measures, to be developed in consultation with the DGOJ’s advisory board, the Consejo Asesor.

The introduction of the ‘joint limits’ is part of a broader effort by the DGOJ to centralize operations. Just last week, the agency announced a second public consultation on a centralized monthly operator test aimed at identifying players showing signs of problematic gambling behavior. This proposal mandates that every licensed online gambling operator in Spain conduct an automated test every month to identify players at increased risk of gambling issues. All operators must implement this mechanism during the first seven days of each month, assessing player account activity for the prior 183 days.
