Flutter Shuts Down Betfair Brazil Amid Online Betting Ban

Flutter has announced the closure of its Betfair operations in Brazil, along with job cuts across its local business, following the country’s online betting ban. This decision comes just a day after the company revealed 1,400 job cuts and the closure of Sky Bet Malta due to an organizational restructuring.

The Group intends to focus its Brazilian efforts solely on Betnacional while it awaits more information regarding the market's regulatory direction. An exclusive statement from Flutter Brazil elaborated on its decision to concentrate on a single brand, stating:

"After reviewing its commercial strategy, Flutter Brazil has decided to focus its activities on a single brand, Betnacional, which will result in the closure of Betfair’s operations in the country. Once there is clarity on the regulatory landscape, the company will direct resources and expertise to the local brand, strengthening its focus on product and simplifying its business model."

Additionally, workforce reductions will be implemented across several business areas in light of the suspension of commercial activities and revenue under Provisional Measure 1,394/2026. A Flutter Brazil spokesperson remarked, "Flutter Brazil recognises the contribution of the affected professionals and deeply regrets the impact of these decisions on them. The process is being conducted with responsibility, respect and care for employees, in accordance with applicable labour legislation. Flutter Brazil continues to advocate for a regulated and supervised market as the most effective way to protect consumers, combat illegal betting and promote the sustainable development of the sector."

Following the announcement, numerous employees took to LinkedIn to discuss the impact of the layoffs. Reports from October 22 indicated that the cuts primarily affected teams in casino operations, customer service, content, and commercial departments.

This latest round of job losses aligns with Flutter's previous announcement regarding potential redundancies for up to 1,400 jobs in its UK and Ireland division. The decision to shut down operations in Brazil seems to mark a significant shift away from Flutter’s initial expansion strategy. The path forward for the company will depend heavily on the outcomes of congressional discussions regarding the Brazilian provisional betting measure and the regulatory framework that could restore its operations in the market.

The recent job losses stem from a provisional measure enacted by Brazilian President Luiz Inácio Lula da Silva, aimed at regulating fixed-odds betting and internet casino operations, effectively halting activity for operators across Brazil. Following the signing of this measure, both Betnacional and Betfair Brazil suspended operations immediately, with licenses for licensed betting sites withdrawn by October 6.

Flutter's entry into the Brazilian market involved acquiring a controlling stake in NSX Group and a $350 million investment to secure about 56% ownership in Betnacional, with options to increase this stake in the future. The closure of Betfair Brazil indicates a shift from Flutter's earlier growth ambitions, and the company’s next steps will largely hinge on the regulatory decisions regarding Brazil's betting landscape.
