The Swedish gambling regulator, Spelinspektionen, has uncovered technical discrepancies among a number of lottery ticket service providers regarding their compliance with information disclosure for physical lottery tickets as well as adherence to technical specifications. This oversight began in February 2026, focusing on six providers that offer physical lottery tickets featuring guaranteed prizes exceeding their listed values.
Spelinspektionen's evaluation aimed to ensure compliance with Swedish legislation, especially the technical specifications outlined in the Gambling Act, along with related regulations concerning information placement on these tickets. Currently, five of the six assessed cases have been concluded. Operators involved in the review included AB Svenska Spel, Movendi Sweden, the Psoriasis Association, Tranås AIF Ice Hockey Association, and Vänersborgs Hockey Club.
Both Tranås AIF Ice Hockey Association and Vänersborgs Hockey Club faced financial penalties, with Vänersborgs also receiving an official warning. In a specific instance with Svenska Spel, tickets for the SkrapKeno lottery were found lacking crucial details, such as the sale start date and information about the risks of gambling, while failing to mention that Spelinspektionen serves as the licensing and monitoring body.
Svenska Spel acknowledged that some of their ticket information may have been overly generalized and committed to revising their ticket designs. They proposed a new ticket prototype to Spelinspektionen that includes details about gambling risks and the overseeing authority.
In another case, Vänersborgs Hockey Club was fined SEK 8,000 (€720) for not providing evidence from the authorized entity about their compliance with technical standards for physical lottery tickets. The regulator also pointed out that the tickets lacked necessary information related to gambling risks, a helpline for gambling issues, and details about the supervisory authority.
This regulatory action is part of an ongoing enforcement initiative by Spelinspektionen.
