SPA Suspends 14 Betting Sites in Brazil

On Friday, Brazil's Secretariat of Prizes and Bets (SPA) ordered the immediate suspension of 14 licensed betting sites as part of seven precautionary measures taken against various operators. These measures follow administrative sanction processes that began in August 2025.

The precautionary measures serve as vital instruments for the SPA in fulfilling its oversight and enforcement roles, aimed primarily at protecting societal interests. They can be enacted when there is a perceived risk and the potential for delays. This authority is outlined in articles 44 to 46 of Law 14.790/2023 and in articles 31 to 33 of SPA/MF Ordinance No. 1233/2024.

These measures range from temporary suspension of operations to the retrieval of issued tickets. Five of the seven measures were enacted due to issues related to the failure of operators to send information to the betting management system known as Sigap, which is used by the SPA to monitor betting activity, gross gaming revenue, and regulatory compliance in real-time. The remaining two measures addressed deficiencies in each company's ability to implement adequate controls for responsible gaming.

The companies affected by the suspension of their operations have been instructed to allow players only to withdraw their funds during this period. The following operators are among those sanctioned:

1. **Pixbet Soluções TecnolĂłgicas** – Two precautionary measures were applied due to failures in responsible gaming controls and an inability to send information to Sigap. Affected brands include: pixbet.bet.br, ganhei.bet.br, and betdasorte.bet.br.
2. **Zeroumbet Digital Platform** – This operator was sanctioned for not sending necessary monitoring information related to brands zeroum.bet.br, sportvip.bet.br, and energia.bet.br.
3. **Enseada Serviços e Tecnologia** – The company faced suspension for failing to relay required information to the SPA regarding its brand kbet.bet.br.
4. **Select Operations** – The operator of mma.bet.br, betvip.bet.br, and papigames.bet.br did not submit vital monitoring information to the SPA.
5. **Nexus International** – Its brand, megaposta.bet.br, was suspended for failing to provide necessary documentation for monitoring by the SPA.
6. **RR Participações e Intermediações de NegĂłcios** – Brands affected include multibet.bet.br, rico.bet.br, and brx.bet.br. The company did not provide essential documentation for compliance evaluations concerning its ownership structure, which obstructed the SPA’s ability to verify adherence to legal and regulatory standards.

Non-compliance with these precautionary measures can incur daily fines of BRL200,000 ($38,557) for the betting operators involved.
