On Friday, the Secretariat of Prizes and Bets (SPA) enforced precautionary measures against several companies, resulting in the immediate suspension of 14 licensed betting sites. This action follows administrative sanctioning processes launched in August 2025, emphasizing the SPA's role in maintaining regulatory oversight in the gaming sector.
These precautionary measures serve to protect public interests, allowing the SPA to act when there are plausible concerns about compliance and the risk of delays in enforcement. These measures align with articles 44 to 46 of Law 14.790/2023 and articles 31 to 33 of SPA/MF Ordinance No. 1233/2024.
Among the precautionary actions is the temporary deactivation of systems and equipment and the retrieval of issued betting tickets. Of the seven measures implemented, five were tied to failures in transmitting information to the betting management system, known as Sigap. Sigap enables the SPA to monitor overall betting activity, gross gaming revenue, and adherence to regulatory standards in real-time. The two remaining measures addressed the failure of operators to establish adequate user monitoring and responsible gaming practices.
The involved companies are permitted only to maintain access for players to withdraw their funds during the suspension. The specific companies affected by the SPA's actions include:
– **Pixbet Soluções Tecnológicas**: Two measures were imposed on the operator for insufficient responsible gaming controls and failures in reporting to Sigap. The suspended domains include pixbet.bet.br, ganhei.bet.br, and betdasorte.bet.br.
– **Zeroumbet Digital Platform**: This operator, associated with brands zeroum.bet.br, sportvip.bet.br, and energia.bet.br, did not submit the necessary information required by the SPA for oversight.
– **Enseada Serviços e Tecnologia**: The company's failure to provide required monitoring information led to the suspension of its brand, kbet.bet.br.
– **Select Operations**: The operator, which runs mma.bet.br, betvip.bet.br, and papigames.bet.br, did not furnish the appropriate information for effective oversight.
– **Nexus International**: This company, associated with the brand megaposta.bet.br, failed to deliver essential documents required for SPA monitoring.
– **RR Participações e Intermediações de Negócios**: Operating brands multibet.bet.br, rico.bet.br, and brx.bet.br, the company did not present crucial documentation for due diligence, impacting the SPA's ability to assess compliance with legal, tax, and financial regulations.
Betting operators that do not comply with these precautionary measures face a penalty of BRL200,000 ($38,557) for each day of non-compliance.
