SPA Suspends 14 Licensed Betting Sites in Brazil

On Friday, the Secretariat of Prizes and Bets (SPA) took decisive action by issuing seven precautionary measures aimed at operators and ordered the immediate suspension of 14 licensed betting sites.

These measures stem from administrative sanctioning processes that were set in motion in August 2025. The SPA employs precautionary measures as essential tools for monitoring and enforcement, ensuring that societal interests are protected. Such measures are permissible when there are indications of plausibility and a risk of delay, as outlined in articles 44 to 46 of Law 14.790/2023 and articles 31 to 33 of SPA/MF Ordinance No. 1233/2024.

The specific precautionary actions include the temporary deactivation of equipment and systems and the retrieval of issued tickets.

Among the seven measures enacted, five were tied to failures in transmitting information to the betting management system known as Sigap. This system allows the SPA to observe betting volumes, gross gaming revenue, and adherence to regulations in real time. The remaining two measures concerned the lack of effective mechanisms for controlling, evaluating, and monitoring users in relation to responsible gaming practices.

The affected companies, and their suspended brands, include:

– **Pixbet Soluções Tecnológicas**: The SPA imposed two precautionary measures, one focusing on implementing effective responsible gaming controls and the other on failures in reporting to Sigap. Suspended brands include: pixbet.bet.br, ganhei.bet.br, and betdasorte.bet.br.

– **Zeroumbet Digital Platform**: The operator of zeroum.bet.br, sportvip.bet.br, and energia.bet.br did not comply with reporting requirements aimed at SPA oversight.

– **Enseada Serviços e Tecnologia**: This company’s brand, kbet.bet.br, was suspended for failing to transmit necessary information for SPA monitoring.

– **Select Operations**: Owner of mma.bet.br, betvip.bet.br, and papigames.bet.br, this operator did not provide essential information for SPA supervision.

– **Nexus International**: The brand megaposta.bet.br was suspended due to the company’s failure to submit required documentation to Sigap for proper monitoring.

– **RR Participações e Intermediações de Negócios**: Brands multibet.bet.br, rico.bet.br, and brx.bet.br faced suspension as the company could not present necessary documentation regarding its actual shareholding structure, complicating compliance assessments related to legal, tax, and financial obligations.

Operators that do not adhere to these precautionary measures are subject to daily fines of BRL200,000 (approximately $38,557).
