The Alcohol and Gaming Commission of Ontario (AGCO) has issued a fine of approximately €80,400 to Betty Gaming due to inadequacies in its age-verification procedures that allowed underage individuals to access its gambling platform, Betty.ca.
An investigation by the regulator revealed a technical issue that occurred in November 2025, enabling nine players under the legal gambling age of 19 to create funded accounts and gamble. Additionally, there were 14 more underage individuals who managed to register without depositing any funds.
AGCO stated that Betty Gaming failed to meet Ontario’s gaming regulations by permitting underage players to register without performing the necessary checks to verify their ages. Gambling operators in Ontario are mandated to ensure that players meet age requirements and accurately submit all registration information.
This fine relates to violations of the Registrar's Standards for Gaming, designed to prevent minors from registering, logging in, or participating in online gambling. In Ontario, the legal age for online gambling is set at 19, though individuals aged 18 and older are permitted to purchase lottery tickets online.
Dr. Karin Schnarr, the Chief Executive Officer and Registrar of AGCO, emphasized the importance of age restrictions, stating, “The legal age requirement is one of the most basic and important safeguards in Ontario’s regulated gaming market. Young people must not be able to create accounts, deposit money, or gamble online. Registered operators are responsible for making sure their systems work before those systems go live. When those responsibilities are not met, we will take action to protect young people and uphold confidence in Ontario’s regulated market.
