On Friday, the Abu Dhabi Global Market’s Financial Services Regulatory Authority (FSRA) and the federal General Commercial Gaming Regulatory Authority (GCGRA) of the United Arab Emirates formalized a memorandum of understanding (MoU). This agreement was jointly announced by both authorities and aims to enhance regulatory collaboration concerning the UAE’s expanding commercial gaming industry.
The MoU creates a formal infrastructure for information sharing, coordinated supervision, and mutual support in investigations and policy discussions. This arrangement is designed to offer greater regulatory clarity for businesses operating within the Abu Dhabi Global Market (ADGM) as well as throughout the overall UAE commercial gaming landscape.
Ciarán Carruthers, appointed as CEO of the GCGRA in June, highlighted the significance of the MoU. He stated, “Commercial gaming is one of the newest regulated sectors in the UAE, and its credibility will be built through exactly this kind of cooperation.” Carruthers added, “This MoU gives GCGRA and the FSRA a clear channel to share information and coordinate supervision where our respective mandates intersect, which matters as the sector grows and the range of participants operating in and around it becomes more complex.”
The GCGRA was established to oversee commercial gaming nationwide following the legalization and licensing of specific gambling and gaming activities in the UAE. Over the past year, the regulator has issued licenses to companies such as Endorphina and Yolo Group.
Emmanuel Givanakis, CEO of the FSRA, framed the agreement as a crucial part of efforts to retain market integrity amid the interconnected nature of the sector. He remarked, “This MoU between the FSRA and the GCGRA represents an important step in strengthening regulatory cooperation and our shared commitment to regulatory excellence. Effective collaboration between regulators is fundamental to preserving market integrity, addressing emerging risks and ensuring that regulatory frameworks evolve alongside innovation.”
In addition, the MoU paves the way for more stringent regulation within a burgeoning marketplace. Notably, Wynn Resorts is slated to launch its Wynn Al Marjan Resort in September 2027, following the approval of its land-based license in 2024. Currently, the company remains the sole operator with a land-based license in the region.
