The Alcohol and Gaming Commission of Ontario (AGCO) has imposed a fine of approximately €80,400 on Betty Gaming due to deficiencies in its age-verification mechanisms that allowed underage individuals to access its gambling platform, Betty.ca.
An investigation revealed that a technical issue detected in November 2025 enabled nine players under the legal gambling age of 19 to create funded accounts and gamble. Additionally, 14 more underage users registered with the site but did not make any deposits.
AGCO found that Betty Gaming failed to adhere to Ontario's gaming regulations by permitting these underage accounts to be created without conducting the required checks on user information prior to registration. Gambling companies in Ontario are mandated to verify players' eligibility and ensure accurate account information is submitted during sign-up.
The penalty relates to violations of the Registrar's Standards for Gaming, which mandate that companies prevent underage individuals from registering, logging in, or participating in online gambling activities. In Ontario, individuals must be at least 19 years old to gamble online, with the exception that 18-year-olds can purchase lottery tickets online.
Dr. Karin Schnarr, CEO and Registrar of AGCO, emphasized the importance of legal age verification, stating, "The legal age requirement is one of the most basic and important safeguards in Ontario’s regulated gaming market. Young people must not be able to create accounts, deposit money, or gamble online. Registered operators are responsible for making sure their systems work before those systems go live. When those responsibilities are not met, we will take action to protect young people and uphold confidence in Ontario’s regulated market."
