On Friday, the Financial Services Regulatory Authority (FSRA) of Abu Dhabi Global Market and the federal General Commercial Gaming Regulatory Authority (GCGRA) of the United Arab Emirates formally established a memorandum of understanding (MoU). This agreement aims to enhance regulatory cooperation in light of the UAE's expanding commercial gaming sector.
The MoU creates a structured framework for information sharing, coordinated oversight, and mutual support in investigations and policy-making discussions. Its goal is to ensure greater regulatory clarity for market participants operating within Abu Dhabi Global Market as well as across the broader UAE gaming landscape.
Ciarán Carruthers, who took on the role of CEO of GCGRA in June, underscored the significance of this agreement, stating, "Commercial gaming is one of the newest regulated sectors in the UAE, and its credibility will be built through exactly this kind of cooperation." He added, "This MoU gives GCGRA and the FSRA a clear channel to share information and coordinate supervision where our respective mandates intersect, which matters as the sector grows and the range of participants operating in and around it becomes more complex."
The GCGRA was established to oversee commercial gaming across the UAE following the legalization and licensing of certain gambling activities. In the past year, it has granted licenses to companies such as Endorphina and Yolo Group.
As an international financial center, ADGM hosts intermediaries that engage with gaming enterprises. Emmanuel Givanakis, CEO of FSRA, highlighted that this agreement is part of broader efforts to sustain market integrity amid increasing interconnections within the sector. "This MoU between the FSRA and the GCGRA represents an important step in strengthening regulatory cooperation and our shared commitment to regulatory excellence," he noted.
Givanakis further stated, "Effective collaboration between regulators is fundamental to preserving market integrity, addressing emerging risks, and ensuring that regulatory frameworks evolve alongside innovation."
The MoU also lays the groundwork for more stringent regulations in a burgeoning market. Notably, Wynn Resorts is anticipated to inaugurate its Wynn Al Marjan Resort in September 2027, following the confirmation of its land-based license in 2024. To date, it remains the sole operator with a land-based license in the UAE market.
