On Friday, Brazil's Secretariat of Prizes and Bets (SPA) implemented precautionary measures against several betting operators, leading to the immediate suspension of 14 licensed betting websites.
These actions stem from administrative sanctioning processes that began in August 2025. The precautionary measures play a crucial role in SPA's oversight responsibilities, allowing the authority to act swiftly to protect societal interests when there's a perceived threat or risk of delay. This authority is outlined in articles 44 to 46 of Law 14.790/2023 and articles 31 to 33 of SPA/MF Ordinance No. 1233/2024.
Available measures include temporarily deactivating equipment and systems as well as collecting issued tickets.
Among the seven precautionary measures taken, five were due to failures in relaying information to the betting management system known as Sigap. This system enables SPA to oversee betting activities, including volumes and gross gaming revenue, ensuring compliance with regulations in real-time. The remaining two concerns involved inadequate mechanisms for controlling and monitoring user behavior concerning responsible gaming.
As a result of these suspensions, affected companies must provide players with access solely for withdrawing their funds. Below are the companies and brands impacted by SPA’s actions:
– **Pixbet Soluções Tecnológicas**: Two measures were applied to this operator for not implementing effective monitoring mechanisms regarding responsible gaming, as well as failures in information reporting to Sigap. The affected brands include pixbet.bet.br, ganhei.bet.br, and betdasorte.bet.br.
– **Zeroumbet Digital Platform**: The operator behind zeroum.bet.br, sportvip.bet.br, and energia.bet.br was penalized for failing to transmit critical oversight information to the SPA.
– **Enseada Serviços e Tecnologia**: This company faced action due to the lack of proper information transmission to the SPA, resulting in the suspension of kbet.bet.br.
– **Select Operations**: The owner of mma.bet.br, betvip.bet.br, and papigames.bet.br did not provide necessary data required for adequate SPA monitoring.
– **Nexus International**: Brand megaposta.bet.br was suspended due to failure to submit required documents to Sigap for effective oversight.
– **RR Participações e Intermediações de Negócios**: This entity owns multibet.bet.br, rico.bet.br, and brx.bet.br. Due to non-compliance with documentation regarding its actual ownership structure, it disrupted compliance assessments related to legal, tax, labor, integrity, financial, and technical requirements.
Operators failing to comply with these precautionary measures risk incurring a daily fine of BRL200,000 ($38,557).
