The Alcohol and Gaming Commission of Ontario (AGCO) has imposed a fine of approximately €80,400 on Betty Gaming due to failures in its age-verification systems that allowed underage individuals to access the Betty.ca gambling platform. An investigation revealed that a technical error, identified in November 2025, enabled nine players below the legal gambling age of 19 to open funded accounts and engage in gambling activities. Furthermore, 14 additional underage users registered on the platform but did not make any deposits.
AGCO stated that Betty Gaming failed to comply with Ontario's gaming regulations by permitting underage individuals to create accounts and not conducting the required verification checks on their information prior to registration. Under Ontario law, gambling companies are expected to verify player eligibility and ensure accurate entry of account details.
The fine arises from violations of the Registrar's Standards for Gaming, which mandate that companies prevent minors from registering, logging in, or gambling online. In the province, online gambling is restricted to individuals aged 19 and older, with the exception of online lottery ticket purchases that are permitted for those aged 18 and above.
Dr. Karin Schnarr, Chief Executive Officer and Registrar of AGCO, emphasized the importance of upholding the legal age requirement as a fundamental safeguard in Ontario's regulated gaming industry. She stated, "Young people must not be able to create accounts, deposit money, or gamble online. Registered operators are responsible for making sure their systems work before those systems go live. When those responsibilities are not met, we will take action to protect young people and uphold confidence in Ontario’s regulated market."
