Tim Miller, who previously served as the executive director for policy and research at the UK Gambling Commission, has unveiled a new international advisory firm named GamReg Consulting. In a statement released on Wednesday, Miller explained that the firm aims to assist governments and regulators in navigating the fast-changing dynamics of the global gambling industry, specifically focusing on combating illegal gambling operations.
GamReg Consulting will offer specialized support in regulatory design and implementation to jurisdictions grappling with technological advancements and increased political scrutiny. The company is committed to addressing the growing need for robust consumer protection measures.
A significant aspect of GamReg's approach will be to collaborate with commercial service providers that support regulatory bodies. The consultancy will focus on aligning regulation, industry practices, and technological solutions, thereby incentivizing consumers to engage only with licensed operators.
"Regulators everywhere are dealing with fast-moving markets alongside heightened expectations," Miller stated. He emphasized the necessity for practical, credible solutions that prioritize player safety while fostering an appealing consumer experience. He cautioned against simplistic, overarching tactics such as raising taxes or imposing blanket bans. Instead, he advocated for regulations that are based on evidence, focused on outcomes, and driven by technology.
Miller added that GamReg Consulting is designed to translate ambitious goals into regulations that not only protect consumers but also instill confidence in the industry and function effectively in practice. The firm has already begun projects with partners in North America and plans to expand its global footprint through 2027.
Miller's departure from the Gambling Commission occurred earlier in 2023, after more than ten years with the organization. During his tenure, he was instrumental in overseeing the research division and leading several key policy initiatives, including the launch of the Gambling Survey for Great Britain and the implementation of reforms tied to the Gambling Act review and the associated white paper. These reforms focused on enhancing age verification, testing financial vulnerability assessments, regulating remote game design, and tightening direct marketing regulations.
Sarah Fox, a former senior civil servant from the Department for Digital, Culture, Media and Sport, has been appointed as Miller's successor. Additionally, Miller relinquished his board position and treasury role at the Gambling Regulators European Forum (GREF), where he had been a prominent figure for many years. GREF has expressed its gratitude for Miller's contributions during his time on the forum.
