Michigan Approves Fixed-Odds Betting on Horse Racing

The Michigan Gaming Control Board (MGCB) has officially approved a new betting option that will allow the state’s licensed online sportsbooks to offer fixed-odds betting on horse racing. This change enables customers to secure displayed odds when placing their bets, enhancing the betting experience.

Effective from 30 October, the new fixed-odds betting can be implemented alongside traditional pari-mutuel wagering, which varies payoffs based on a betting pool whose odds may fluctuate until the race starts.

MGCB Executive Director Henry Williams highlighted the industry's direction, noting that bettors have been requesting a more straightforward betting experience similar to sports betting, where odds remain consistent. He also stressed that this expansion will be carefully regulated to ensure market integrity. "Adding fixed-odds wagering to our catalogue lets us meet that demand while continuing to support a fair and well-regulated horse racing market in Michigan," Williams stated.

The new fixed-odds markets will be integrated into existing online sportsbook platforms, allowing bettors to place horse race wagers in conjunction with their sports betting activity. The MGCB reassured that all the existing safeguards in Michigan’s sports betting sector, including licensing standards, age verification, and responsible gambling measures, will apply to these new fixed-odds products.

Fixed-odds betting provides a clear advantage by guaranteeing the price of a wager at the time of placement, differing from the pari-mutuel system. This betting format is prevalent in European markets and among retail bookmakers. For operators, it also allows better control of potential payouts compared to the collective betting pool of pari-mutuel wagering.

Michigan first introduced mobile betting on horse races to its regulated market in January 2021, and this latest move aligns with efforts to modernize horse racing for customers who are now accustomed to sportsbook-style interfaces.

Several states and operators across the U.S. have begun testing or implementing fixed-odds horse racing, with New Jersey being the first state to legalize this form of betting in 2022. Licensed sportsbooks in Michigan can start providing these wagers from 30 October, contingent on platform approvals and oversight from the MGCB.
