Success of Betting Regulation in Brazil Highlighted by SPA

During the "Future of Betting in Brazil" panel, Carlos Renato Xavier evaluated the initial year since the regulation of betting in Brazil took effect. He described this phase as an evident success.

"Regulating the betting sector in Brazil is already proving to be a successful solution when compared to the long period without rules," stated the undersecretary. He emphasized that a regulated environment, supported by ongoing state involvement and the SPA's commitment to consumer protection, public interest, and industry health, helps to reduce conflicts and prevent issues from escalating due to insufficient oversight.

Since the regulation's initiation in 2024, the undersecretariat has been active in granting authorizations and developing sector regulations. "It was a period of intense learning, including for our team, which sought technical improvement and knowledge through dialogue with operators, providers, and other market stakeholders," he added.

Xavier confirmed that the SPA is looking to successful international regulations in structuring Brazil's betting sector, viewing the nation's regulatory framework as a victory.

Reflecting on the international market, he noted that while the time spent to establish this regulatory framework incurred costs, it provided valuable insights by allowing Brazil to learn from issues encountered elsewhere and implement necessary safeguards.

Last week showcased the extent of this endeavor, as Xavier pointed out participation in a congressional debate involving multiple government bodies, including representatives from the Ministry of Health, Conar, and the consumer defense secretariat. "The meeting was more than just a debate; it was a forum where the government and society presented their views on the market and associated issues, making it clear that monitoring is not limited to the SPA."

He remarked on the coordinated efforts among various agencies, reinforcing the importance of vigilant oversight to maintain a healthy, sustainable, and fraud-free market.

Xavier identified the challenge of combating the illicit market as the sector's primary concern. "Last week, two robust regulations aimed at combatting illegality were published," he stated.

He observed a significant shift in institutional attitudes, with alignment among the presidency, the Ministry of Finance, and the Ministry of Justice, progressing together to combat illegal operators who threaten consumer safety, economic stability, and the integrity of the sector. He reiterated that the government believes effective regulation, accompanied by thorough oversight and inter-agency collaboration, is crucial for fostering a responsible, transparent, and sustainable betting market in Brazil.
