Brazil’s SPA Announces Regulatory Plans for 2026/27

Brazil's gambling regulator, the Secretariat of Prizes and Bets (SPA), has revealed its regulatory agenda for 2026/27, with a focus on re-evaluating licensing procedures and enhancing oversight, particularly regarding Caixa’s federal lottery operations. This agenda was published via Normative Ordinance No. 408 in the Official Diary of the Union and marks a significant initiative to improve regulatory processes, strengthen market supervision, and boost transparency for operators and investors. Among the key priorities for 2026 is the reassessment of the licensing process, which includes approvals, rejections, suspensions, and terminations. The SPA aims to launch this review in the first quarter of 2026. Additionally, the regulator intends to implement stricter enforcement against illegal operators and update advertising guidelines. The SPA will also consider rules for blocking payments linked to suspected illegal betting and assess affiliate advertising standards to bolster compliance and technical requirements. As the year progresses, the SPA will focus on regulating fixed-odds sports betting and various lottery modalities via physical terminals. It also plans to enhance responsible gambling policies and monitoring systems, aiming for improvements in inspection procedures and the sanctions regime by the fourth quarter. In 2027, the SPA is set to review policies concerning anti-money-laundering and counter-terrorism financing while evaluating regulations for Caixa Loterias, which currently operates as the federal lottery monopoly in Brazil.
