On Friday, the Secretariat of Prizes and Bets (SPA) took significant action by implementing seven precautionary measures against several operators, leading to the immediate suspension of 14 licensed betting sites. This decision followed administrative sanctioning processes that commenced in August 2025.
The SPA's precautionary measures serve crucial functions in oversight and sanctions, enabling the protection of societal interests when there is a plausible risk and urgency for action. These measures adhere to articles 44 to 46 of Law 14.790/2023 and articles 31 to 33 of SPA/MF Ordinance No. 1233/2024. They can include measures such as temporary shutdowns of equipment and systems and the retrieval of issued betting tickets.
Among the seven actions, five were directed at issues with the betting management system known as Sigap, which the SPA uses to keep real-time tabs on betting volumes, gross gaming revenue, and regulatory compliance. The two other measures addressed failures to establish proper mechanisms for user monitoring related to responsible gaming.
The suspension mandates that the affected operators must facilitate access only for players to withdraw their funds. The companies impacted by these measures include:
– **Pixbet Soluções Tecnológicas**: The SPA imposed two precautionary measures here—one for lacking mechanisms for monitoring responsible gaming and another for failures in communicating required information to Sigap. The affected platforms are pixbet.bet.br, ganhei.bet.br, and betdasorte.bet.br.
– **Zeroumbet Digital Platform**: Operating the brands zeroum.bet.br, sportvip.bet.br, and energia.bet.br, this company did not provide necessary oversight information to the SPA, leading to penalties.
– **Enseada Serviços e Tecnologia**: With its brand kbet.bet.br, this company also failed to send required information to the SPA.
– **Select Operations**: Owner of mma.bet.br, betvip.bet.br, and papigames.bet.br, this operator did not submit the needed information for effective SPA oversight.
– **Nexus International**: The brand megaposta.bet.br faced suspension due to the company's non-compliance in providing documentation to Sigap.
– **RR Participações e Intermediações de Negócios**: Managing brands multibet.bet.br, rico.bet.br, and brx.bet.br, this company failed to present sufficient due diligence documentation concerning its shareholding structure. This deficiency hindered compliance assessments in various legal and financial aspects.
Violating the precautionary measures could result in fines amounting to BRL200,000 ($38,557) daily for the operators involved.
